鉴于,有报导说,中国主席江XX就是镇压上海民主运动的总策划人(那时他是上海的市长),和亲自负责1989年六月四日天安门屠杀学生事件的罪魁祸首2;并且
鉴于,据报导,中国主席江XX是镇压宗教信仰组织负责人,迫害对象包括西藏,佛教,和基督教;和自1999年7月针对法轮功修炼者进行残酷镇压的罪魁祸首3;并且

鉴于,伯克利市曾经致信给“姐妹城”北京海淀区的领导人,和其他中国官员(附件B)关于对迫害法轮功修炼者的事件;并且
鉴于,在布什总统2002年2月前往中国访问前,94名国会议员向总统致信,希望他能特意提起法轮功在中国被非法迫害的事件11,但总统在公开讲话中,并没有提起12;并且
鉴于,布什总统缴请了中国主席江XX在这2002年10月访美之时到他在德州克劳福德的农场13;并且
